"utm" passed to lookupTransform argument target_frame does not exist

I want to send GPS waypoints for outdoor navigation to our (real) robot but we encoutered the following error:

tf2.LookupException: “utm” passed to lookupTransform argument target_frame does not exist.

we do not have any idea how to fix this problem. We tried more packages for automatic gps navigation and we see always the same error.
