Hi. I have used the same code for the service server script as provided in the solutions for step 2 of the Summit Project but I am unable to find a spots.txt file anywhere in my package. It is supposed to be created right? Please offer your assistance in this. Thank you.

Since you are starting the program with a launch file, the file is generated in the ~/.ros folder. If you execute the program directly with a rosrun command, for instance, then the file would be generated in the same path where you execute it. In any case, I will add some notes related to this in the notebook.
