when I run sudo apt update and then sudo apt update. I install like 700 packages. After that I save the rosject but when I open the rosject later I for some reason have to install all the packages again with sudo apt update/upgrade. Is there any way to also save the installed packages.

Not at this time. We may have it in the future if the demand goes up. In the meantime, you may want to create a feature request about the it.
it would be really helpfull since anaconda (for python) for example is a very common tool that doesn´t come with the environment.
