I was going through exercise 5.14 and was able to launch rqt_reconfigure OK and I had it displayed in a new window. Then when I went to launch rviz,the rqt_reconfigure window switched to showing rviz.so now I had two rviz windows. Is there a way to have both rqt_reconfigure and rviz both displayed at once?

Yes, it’s possible. In the graphical tools window, you can change between the application to visualize in the lower menu:
